Hokage kakashi would also most probably beat kazekage gaara due to kakashi s speed he had an appreciable increase in speed in part 2 as he was able to keep up with itachi to some extent intelligence vastly increased stamina and his great arsenal of jutsus.

On chakra as i said before kid sasuke could only do 2 chidori at best and 1 in cs1 in a full day while in gaiden kakashi used chidori 3 times so kakashi really has more chakra.
